HG/SS doesn't have Pokeradar, but there's still hope for you! It has a lot of places that spam pokemon, so it's just as easy, if not easier, to find many of these guys without radar.

Here's a list of easy-to-kill pokemon that give certain effort points (usually just 1 effort point unless I say so) and where you can find a shitload of them:

**ONES WITH A STAR ARE MY FAVORITE~**

HP

*Hoothoot: Pretty much anywhere at nighttime. Personally I prefer National Park, because you get NOTHING BUT HOOTHOOTS there
Nidoran (female): Route 35, 36. This is an okay spot, but you run into a bunch of other things so you wouldn't find them as often as Hoothoot
Wooper: Route 32. These are pretty easy to find, and they're a lower level.

Attack
*Bellsprout: Route 5, 6, 24, 25, 31, 32, 44. Route 5 is where they are the most common, and if you're lucky, you may run into a Weepinbell, which gives two effort points in attack.
Nidoran (male): Route 35, 36. Same thing that applies to its female counterpart. It's an okay spot but there's a lot of other pokemon lurking around there.
Doduo: Route 22, 26, 27, 28, Mount Silver. This is better if you want to fight higher-level pokemon
Goldeen: Route 9, Route 10, Route
24, Route 25, Route 42, Slowpoke Well, Union Cave, Mt. Mortar, Dark
Cave, Mt. Silver, Cerulean City, Cerulean Cave, Tohjo Falls. Of course, you'll need to surf around first.
Ursaring: Route 28, Mt. Silver, Victory Road. Also a higher-level pokemon.

Defense
Metapod (HG) Kakuna (SS): Route 2, Route 30, Route 31, Ilex Forest, National Park, Viridian Forest
Ilex Forest (Headbutt). Low level and easy to fight.
*Geodude: Route 45, Route 46, Ruins of Alph, Union Cave, Mt. Mortar, Dark Cave, The Cliff Cave, Mt. Moon, Rock Tunnel, Victory Road. Some of these places have Graveler, too.
Koffing: Burnt Tower

Speed
*Pidgey/Rattata: Route 1. Best, best, BEST place for Speed EV training because it's nothing but these two guys.
Zubat/Crobat: Any freaking cave you can think of. For once these little shits are useful.
Diglett/Dugtrio: Diglett Cave, of course, is going to be your best option
Poliwag: Route 6, Route 22, Route
28, Route 30, Route 31, Route 35, Route 43, Route 44, Route 45, Violet
City, Ecruteak City, Blackthorn City, Ruins of Alph, Ilex Forest, Mt.
Silver, Cliff's Edge Gate, Viridian City, Cerulean Cave. You can also find an occasional Poliwhirl

Special Attack
Oddish: Route 5, Route 6, Route 24, Route 25, Ilex Forest. You may find the occasional Gloom.
*Gastly: Sprout Tower, Bell Tower at night. Best spots by far, because there's almost nothing else.

Special Defense
*Tentacool: Route 12, Route 13, Route
19, Route 20, Route 21, Route 26, Route 27, Route 32, Route 40, Route
41, Route 47, New Bark Town, Cherrygrove City, Olivine City, Cianwood
City, Union Cave, Whirl Islands, Pallet Town, Vermillion City, Cinnabar
Island. May run into occasional Tentacruel. Easy, easy to find.
Hoppip: Route 13, Route 14, Route 15, Route 32, Route 33, Route 48. In case you don't want to fight Tentacools.
Ledyba (SS ONLY): Route 2, Route 30, Route 31, Route 37, Route 37
Routes
1, 2, 12, 13, 14, 15, 18, 21, 22, 26, 27, 29, 30, 31, 34, 35, 36, 37,
38, 39, 47 & 48, New Bark Town, Cherrygrove City National Park,
Ecruteak City, Safari Zone Gate, Pallet Town, Viridian City, Viridian
Forest, Fuchsia City (Headbutt).
