it can't evolve as far as i know

It can evolve if you take the everstone away, and actually it's a shiny pichu, so if it evolved it'd be a shiny pikachu, but if you evolve it you won't be able to do the spikey eared pichu in HGSS

can the other pichu evolve

The Spikey ear one? No. And it can't be traded either. Gosh, do none of you check http://serebii.net ?
