UNTERWELT

Unterwelt is a large underground complex, created hundreds of years ago as a base to hide from a war, but the citizens that fled into it never returned, as they forgot where they came from in the first place.

All the citizens living here were humans a long time ago, but the conditions in the underground cities caused them to mutate over time, without them really realizing or caring at all. The citizens are scattered around 6 main cities: Einsdre, Zweibor, Dreizan, Vierdan and Zehnic. There are some free towns scattered around the tunnels for those who wish not to be part of a society with rules, though. All the cities are connected by underground highways only available for wendercycles. Wendercycles are high-technology vehicles designed especially for underground traveling.

The cities are governed by 5 royal families, and each city has a branch for each family. They rule together as a council, with monthly reunions to decide on the fate of their loyal citizens. Each royal family is composed by an Empress and her advisor per branch. The title of empress only goes down the female line, as males are not allowed to rule. Certain families have made exceptions to this rule, like the Gale family, but this is viewed by most as disrespectful and even insulting to their culture and laws. Having a son if you’re a member of a royal family is considered a disgrace. Advisors can be male, but in most cases they have to be from the same family.
In the royal families, males are usually not even recognized as part of it although they are allowed to live in the palaces. They do get the last name, but not the family crest tattooed on their back, which is the main proof one is part of a family. The only way for a male to get a crest is to become an empress’ advisor, and even then it's smaller one. Normal citizens are not allowed to have last names, only royalty and those from families influential enough are granted last names.

When the hierarchy system was first set up, they were six ruling families, one for each city. Gale, Yanagi, Houki, Drossel, Hartmann and Helvede. However, after some time the Helvede family became more and more ambitious, and threatened to take over all of Unterwelt. The other ruling families managed to prevent this, by exiling them to the surface and closing the only exit.
There is a rumor circulating around the citizens that the air in the surface is different, and that it’s poisonous for them. Most sensible citizens know that this is probably just a rumor created by royalty to keep them from going to the surface, but they have no interest in the surface to try and leave anyway.

The Yanagi family is one of the oldest royal families; it used to rule over Einsdre before the Great Helvede War.
